How is it that Muammar Qahafi of Libya is only ranked a colonel?

Alright, I just saw your question, and I don't know the answer, but what I think is this:
Qaddafi rose through the ranks of the military in Libya, to the rank of Colonel. At that time, staged a coup against the pro-western government of Libya, and became "president" of Libya. He stopped earning rank in a military position, and later renounced all titles. Thus, his last, and highest official rank was Colonel.
